When is not-a-storm a storm?

As the UK heads for one of the stormiest periods for several years, we look at a recent report from the Financial Ombudsman about what constitutes a storm or a gale.

Within the last two weeks the Financial Ombudsman has confirmed that they do not consider the recorded wind speed, as measured on the Beaufort scale, to be the deciding factor.
